Because of the heterogeneity feature of Real estate, measuring its fluctuations would a challenging task. Up to now, Real estate’s price movements have been measured by average indices in Iran. But, considering heterogeneoushome prices, it hasn’t been able to correctly demonstrate price movements, because if transaction of expensive Real estate increase in a given period, price index will increase whereas may home prices did not have such a trend at all. In developed countries, constant quality indices (hedonic and repeated sales indices) have been used for measuring fluctuations in real estate prices. In this research we try to develop a better index for Tehran housing market. Methods: for this purpose, we have developed two repeated sales indices (Case_Shiller and BMN) for selected regions (1, 3, 6, 11, 16 and 20) during 1389 to 1396 and then we compare the indices by Out of sample Method. Results: According to the out of sample method, the BMN index can better show the fluctuation of real estate markets in Tehran. Conclusion: Considering that the repeated selling indices can measure fluctuation of real estate markets better than average indices, we suggest that investors and policymakers use the BMN index to check the fluctuation of real estate markets.}, keywords = {House price index,Repeated sales indices,Case-Shiller,BMN}, title_fa = {مقایسه شاخص‌های قیمتی تکرارشونده (BMN و کیس ـ شیلر) در بازار مسکن شهر تهران}, abstract_fa = {هدف: تغییر قیمت مسکن، همواره دغدغه سیاست‌گذاران، سرمایه‌گذاران و حتی عموم مردم به‌عنوان سرمایه‌گذار و مصرف‌کننده بوده است. با توجه به ویژگی ناهمگنی مسکن، اندازه‌گیری تغییرهای آن با مشکلات جدی روبه‌رو است. تاکنون، در ایران تغییرهای قیمت مسکن در بازار مسکن شهر تهران با شاخص‌های میانگین نشان داده شده است. با توجه به ناهمگن بودن مسکن، شاخص یادشده به‌خوبی تغییرهای قیمتی را نشان نمی‌دهد؛ زیرا اگر در دوره‌ای معامله‎ خانه‌های گران‌قیمت زیاد باشد، شاخص میانگین افزایش می‌یابد، در حالی که ممکن است قیمت مسکن چنین روندی را در آن دوره نداشته باشد. در کشورهای پیشرفته، از شاخص‌های کیفیت ثابت (شاخص هدانیک و شاخص فروش‌های تکرارشونده) برای گزارش تغییرهای قیمت مسکن استفاده می‌شود. در این پژوهش می‌کوشیم شاخص مناسب‌تری برای بازار مسکن تهران ارائه کنیم. روش: در این پژوهش دو نوع شاخص فروش‌ تکرارشونده (BMN و Case_Shiller) بر مبنای داده‌های معامله‌های مناطق 1، 3، 6، 11، 16 و 20 شهر تهران، در بازه زمانی بهار 89 تا زمستان 96 ساخته شد و این شاخص‌ها با استفاده از روش برون‌نمونه مقایسه شدند تا مشخص شود کدام شاخص می‌تواند تغییرهای مسکن را دقیق‌تر نشان دهد. یافته‌ها: نتایج روش برون‌نمونه‌ای نشان داد که از بین شاخص‌های فروش تکرارشونده (BMN و Case_shiller) شاخص BMN تغییرهای قیمت مسکن شهر تهران را بهتر نشان می‌دهد. نتیجه‌گیری: با توجه به اینکه شاخص‌های فروش تکرارشونده در مقایسه با شاخص‌های میانگین، تغییرهای مسکن را بهتر نشان می‌دهد، پیشنهاد می‌شود که سرمایه‌گذاران و سیاست‌گذاران برای بررسی روند تغییرهای قیمت مسکن تهران، از شاخص‌های فروش تکرارشونده بیلی و همکاران (BMN) استفاده کنند.}, keywords_fa = {House price index,Repeated sales indices,Case-Shiller,BMN}, url = {https://jfr.ut.ac.ir/article_73897.html}, eprint = {https://jfr.ut.ac.ir/article_73897_3a657916a95a8f7d036aecb98ae33d30.pdf} }
